Student of Sapporo Agricultural College in its third year, first mayor of Sapporo
Takaoka transferred to Sapporo Agricultural College from Tokyo English School, and joined the Yamaguchi prefectural government in 1882 upon graduation. Later, he returned to Hokkaido and served as head of the Mashike five-county area and the three-county area in northern Hokkaido (excluding Soya) before becoming head of the nine-county area in eastern Hokkaido (excluding Nemuro).
After 1895, Takaoka held director positions in various departments of the Hokkaido government, and in 1908 became governor of Miyazaki. He also served as governor of Shimane and Kagoshima prefectures and as mayor of Moji City before becoming the first mayor of Sapporo in 1923.
Takaoka made significant progress in the city’s development through efforts in setting city-managed afforestation areas, expansion plans for education, sewerage planning, the municipalization of trains, the establishment of public halls and the improvement of Sapporo City General Hospital.
